Ignoring the stakeholders
A riddle: Why would the Ministry of Finance instruct the Securities Commission of The Bahamas to issue three pieces of legislation for public consultation after the third working day of the week, with a deadline of Friday of that week?
Answer: Because it doesn’t actually want the input of industry stakeholders when it drafts legislation that affects them directly.
